Does a GPS need to be On in order to get charged?

well I recently purchased a Magellan RoadMate 1340 GPS system and the adapter to load the normal wall socket, however, I am not sure of the load ... Should it be running to get loaded? or simply by being plugged wall, she does all the work already?
