What's the best electronic Chinese dictionary, and is stroke order absolutely essential when using it?

I wondered what Chinese electronic dictionary is considered the best. The price range is quite large, and I have no idea what to get!

Second, stroke is having an absolutely correct, positively essential when you use it to search for characters, etc.? My command stroke is unfortunately somewhat incorrect, I'm sure.

Pleco dictionary I use and love. It is designed for English speakers, which is a great advantage because most dictionaries are designed primarily for Chinese speakers who learn English.

Stroke order, you can learn in minutes. There are about 10 rules you should know. That's it. Pleco order of the fault tolerant features. It gives you about 10 suggestions. Thus, "just wrong" should always be allowed.

Essentially, anyone know if there is a Chinese electronic dictionary, preferably one that translates from / into English, Korean, or both, but it has a touch screen, so you can draw Chinese characters on him and he tries to read what you wrote and translate it? Cost is not a problem with that.
Heh, no, I'm not Korean, but I'm reasonably functional with the language.
