Can someone explain to me in laymans terms what exactly an antenna tuner does?

So theoretically, if I had a vague 1 / 4 antenna cut for 144MHz, could I use an antenna coupler to just "give" it to get a TOS near 151MHz?

The ATU can make a load of 50 ohms (SWR = 1) to the issuer, but an antenna of 144 MHz will not make the same as an antenna of 151 MHz. the vertical orientation, the additional length of the 144 MHz antenna will cause the major lobe of radiation at sunrise on the horizon. This may be benefitial to receive aircraft in flight, but will significantly reduce the reception of ground-based vehicles. The preferred solution would be to reduce the physical length of the antenna of 144 MHz for the nearest resonence at 151 MHz.

How and where can I get a TV tuner and antenna to my computer? I want to watch TV on my computer. Is the service free television, so I have this equipment?

Any place that sells computer hardware has ATSC / NTSC / QAM tuner cards. Some come with an excuse for an antenna, but you'll probably be better with a real TV antenna.

You get the TV antenna will cost you no ongoing costs, only your initial investment in hardware.
